I'm not sure exactly how you're measuring the CPU utilization. In WIndows Task Mangler, under Performance? If so, I peaked at about 80% when first starting, but it settled down to 36-44% (fluctuates back and forth) on my Dell 2.6 box.

I just checked the process on the 'Processes' page. The display on 'Performance' takes other processes running in your system into account, so it might skew the results.

You can get it even lower by disabling H.264 inloop deblocking (you might notice minor blocking artifacts then) or try using ffdShow.
Edit: Time for some more info. X.264 implements H.264 the new generation of encoders standard. DivX and XviD (way better than DivX and my favorite until X.264 came out -> XviD Binary) etc are based on the older H.263 standard.

Edit: this is in DivX format. You might need to obtain the DivX codec, or install the VideoLAN player from http://www.videolan.org/vlc/ (100% free, open source, lightweight "plays it all" player.

Could have a commander film a video of what he buys/selects/looks at/says throughout the game and tell the viewer what the commander's thinking when he does it.
