The motive seems to remain unclear.
There are hardly and dangerous animals left in Europe either. If there happens an invasion by a single russian bear, it gets shot (and killed) quickly, because it might be the first sign of a major invasion. Every single wolf is counted and tracked. If it should eat anything, it probably will be shot.
