(Also, we do have retirement pensions, have had them since the 1930s. Social Security. The Republicans have been trying to dismantle it for almost 90 years now!)

Not just a society. A society where everyone has enough to survive; those were your words. A government that ensures a bare minimum standard of living for all its citizens, or tries to, is the definition of a welfare state. I'm not using the word pejoratively here. I admit I am assuming the "state" part of "welfare state" since we are talking politics here, but maybe you cleverly left the door open for that role to be entirely filled by non-compulsory institutions like families, churches, charitable organizations, etc. for a reason.

Living in a society doesn't make you a socialist. Living in a community doesn't make you a communist. That's not what those words mean; if they did then yes, every society and every community ever is socialist and communist. Living in a commune, on the other hand ...

Two questions:

1) When do you believe the "welfare state" started in the US?

2) What are the words in the preamble to the US constitution?

Welfare state connotes direct handouts from the state. There have been many ideas of how a government can ensure the welfare of its people with handouts being precisely one of those ideas.
