Technically it seems doable. Look at large international corporations with it's own separate intranet network and only those allowed may use the internet. A more extreme version seems to be in North Korea with modified pc's, tablets and phones. I read in an article they even tag each document with information on which pc it was created, modified and read.

Frequency actually doesn't matter much, until you get into the UV and X-Ray spectrum where it can be ionizing. Below that, electromagnetic radiation can only heat things up -- and only proportional to the amount of energy that gets absorbed. Your wifi router and cell phone today uses the same frequencies as a microwave oven. The difference is that the microwave oven uses 1000 watts -- equivalent to the sun's total energy over a square meter on the earth -- where a cell phone is about a half a watt.

There are many processes in the human body that rely on elctromagnetism. Among them information transfer in the brain. So there is more than can cause harm than just the heating effect of a microwave. No one can say exactly how harmful it is, because those processes are not entirely understood.
There are however people that can tell you exactly when your WiFi Router is on and when not, because it hurts them.
Also, there is at least one study with mice being subjected to cell phone level radiation for extended periods of time. They got cancer. Think about that the next time you press that thing to your head.
