Perhaps you need context. Last night these two @#$%@#s killed a cop, car jacked a dude, then engaged in a firefight with police during which bombs were hucked at cops and multiple officers were injured. This isn't just a guy, he's a guy armed to the teeth and not afraid to use those weapons. Under the circumstances, I think a lock down makes sense.
