Our playerbase is around 260 that log in weekly, there are probably 100 that are regular.
Ranks always matter, it's how (predominantly newer) players see ranks change and get pats on the back. It's how games are intended to be balanced. I realize that some people don't care about ranks, however the fast majority of gamers like ranks and like them accurate or at least close to it.
Ego strokes keep many players coming back to their games, it's what drives the entire gaming industry.

Pointed this out when alleg skill first came out and everyone called me a moron for it... and in fact you can purposely keep yourself at a low rank just by playing inconsistently (like 1 game playing like a vet and the next flying in circles)...

quick and easy way to make a ranking system...
((number of kills/pods - number of ejects) * kill point modifier ) + (number of base kills * base kill point modifier) + game points
or heck just use game points... i just love dfing
as per anti-stacking, just do % boosts to the points based on combined ranks of each side.
then sum everyones results, average it out, and populate the ranks accordingly.
