I would only recognise a new leader if they were to claim their position through single combat.

Adoption of the alternate, evil Star Trek universe method of ascending to power would also be acceptable. If you fail, then it's off to the Agony Booth with you.

Also, I am a bit reluctant of massive overhauls, which usually end with the burnout of the involved leader (trying to solo-wrestle all the problems).
