There are so many newbie who just leave because they dont rank up after 20 games or something, mainly because they don't know which team to pick and end up losing most of the time.

Is it possible to tie the first four level of ranks to time played,

for example

Newbie(0) = 0 hours of game play
Newbie(1) = 1 hour of game play
Newbie(2) = 5 hours of play
Newbie(3) = 10 hours of play
Newbie(4) = 15 hours of play

then at 20 hours of play they would get Novice(1) and put on "AllegSkill" data so they get ranked off win/loses, this will essentially mean that Newbie(0) on AS is Novice1 in game.
I know this will create a defecit of 4 rank on the ladder of 30. but we can just extend the Intern Novice rank number up by 4

Already been done, and undone as a noble effort that didn't work. The rank moves whether they win or lose btw.

hmm then somthing is amiss, just today two newbies complained that they were stuck at 0 after playing about 20 games...

They should stop loosing games. Some people don't get it that ranks in Allegiance are based on winning/loosing games. Most other games (even during AZ) you rank up from getting points for kills, achievements, ...

Anyway, this change would require changes on ASGS, so technical you have the same problem like with mu/sigma for autobalance.

As an example of the opposite, I managed to get from 0 to 3 over the weekend. It's all about the games you play and how you do. 20 games of flying around aimlessly is not going to get you rank.
It's all about learning from your mistakes, and boy have I learned alot.

What were their nicks? We should dig up the data (what games did they play? how many did they win/lose? how big were they? what was the relative stack? etc.) to figure out what's going on.

That's what I said. Just look at Lutgard, he has a rank of -2 after playing 35 games (and won 9 of them).

dont forget it needs to be larger than 5v5, and i'm not even sure if mach games count these days.
