I went into the bios to disable the HPET but the option didn't exist. I figured I might have made a mistake disabling it in the device mgr so I went back in and re-enabled it, then rebooted into bios again but the option doesn't exist still anywhere in the BIOS.

I was getting a message "unable to load directxupdatemanager.dll" at windows startup, and Alleg won't generate me a key.

Between then and now the only thing I mucked with was re-installing dirext from the microsoft website's distributable.

Not sure what to do at this point, I tried to message you but I don't know your main :P

I am not ignorant of the rules of the helpline, and I can post more system info if required but this specific scenario may not warrant it at this time.

I am asking for help from a certain individual that was helping me in-game. I can't reach him atm because I am unable to login. I'm sure I could reverse all these changes and reinstall and everything would be 'just fine' but he is helping me with a workaround for the graphics problem and I don't even understand half of what I've done in the last hour or so.

WTF is that?! Maleware or that isn't the correct error message.
