Changes from CC_11 to CC_12

Global
  -  Countermeasure strengths reduced to MS1.24 levels. This will strengthen all missiles except QF and HK, which had their resistances adjusted so spoofing changes remain the same as before.
  -  MRM2 is now in supremacy. MRM2 and MRM3 both cost 2500/ea.
  -  All fighters have a minimum 10 fuel (up from 8)
  -  Bug preventing stealing PP2 fixed.

Belters
  -  Fighters and Interceptors mass penalty reduced from 70% to 50%.
  -  Fighters and Interceptors fuel bonus standardized at 25%.
  -  Sanctuary signature reduced.  (.4) [.75]

Bios
  -  Several historical BIOS changes removed to find a more a balanced state:
      -  All small ship mass reductions removed.
      -  Payday reduction removed.
      -  Fighters prox and extra minepack capacity removed.
      -  Lifepod riptime reduction and speed increase removed.  <Ripcord time is now 25 seconds and the max speed is now 40>
  -  Heavy cloak 1 mass reduced.  (3) [8]
  -  Heavy cloak 2 mass reduced.  (3) [6]

Dreghklar
  -  He3 yield reduced. (1.25) [1.35]
  -  Drone and station scan range boosts which nullified faction scan range penalty removed.
  -  Station shield and hull repair bonus removed. (1.0) [1.1]
  -  New constructor model.

Ga'taraan
  -  New palisade model (finally fixes doors, smaller scale.)

Iron Coalition
  -  Rescue probe scan range reduced. (500) [1000]
  -  Rescue probe signature increased. (.2) [.1]

Omicron Hive
  -  Tech base costs reduced. (10k) [15k]
  -  Tech base upgrades increased. {30k) [25k]

Rixian Unity
  -  Tactical
    -  Heavy Drones have increased damage but reduced ability to target fast ships.
    -  Stealth bombers can carry Seismic Drones, researched under Tactical.

Technoflux
  -  Beacon scan range reduced. (250) [500]
  -  Beacon signature increased. (.2) [.05]
  -  All small ship fuel bonuses removed.
  -  Extra ammo on interceptors removed. (450) [500]
  -  New op model.

I like it. It has all of the XC changes that I like (increased fuel for figs, saner RPs, Dreg nerf), none of the crazy @#(! I don't. :-)

Boo on reverting Bios paydays, but I guess I'm in the minority on that one. Looks like Bios will be really weak in the early game but will return to its "we will payday our way back to dominance if you fail to end the game in half an hour" status.

Looks like I am going to have to change out of the CC camp. They are just making every faction unplayable except for a few.

Wouldn't it be more balanced if you could research cruisers in starbase? I think that a lot more people would upgrade the garrison then and it would finally make starbase useful.

I like the payday restoration but Bios will have an extremly hard time without Prox especially against lt int factions.

I am also sad to see Seeker2 in Sup only - imho its a pretty important tech for factions like Giga/GT to have a chance in the early game vs Rix.

Oh well guess we see how it works out. :hide:
