I don't believe I've seen this idea before. You win a prize! The prize is an invisible badge saying you had an original idea. :)

As Dorjan said, this is somewhat non-trivial.

That said it could be worked into a grander upgrade of control for core devs - allow them to specify the effects for weapons on all aspects of a ship [not just hull and shield] (e.g. guns that remove enemy's energy, deployables, missiles, reduce/increase thrust force etc).
Then allow core devs to specify if probes fire on friendly's or enemies.
Then, this idea would simply be a core change of: Create a probe that has the targets friendlies flag set, with particles that increase energy, hull, fuel, shield, missiles, deployables (or whatever ship stat you want - perhaps a probe that increases thruster force - could have a scout flying in front of a con push dropping speed probes, or drop one on a camped aleph to make enemies who don't set throttle to zero go faster through the mines than they expected).

An actual organised and maintained archive of suggestions might actually be quite useful. It would have to include a summary of the idea and the arguments for and against. If only so we can point new people to it so they don't suggest the same things over and over.
