As an alternative to showing actual energy amounts and percentages and the like, a simple "countdown" could be very nice, just showing the seconds left until any particular receiver has enough power to let your ship rip there. This'd be something similar to the various countdowns you see on the F4 panel in flight showing you time until your shields regenerate and the like. While it wouldn't provide as much info as "550%" and the like, it'd be a bit more intuitive and maybe a bit more immediately useful.
Colour coding is also a good idea I think. Something like Green for currently available ripcords, and Yellow for ones that you'd normally be able to rip to but that are out of energy. Really, there's no reason to show other rips (i.e. Small Rips when you are in a Large Rip ship) at all, greyed out or otherwise -- they'd just clutter up the panel... Some quick and easy visual distinction between Small Rip and Large Rip receivers could be useful, though, for ships that can use both.

It's plausible. I can foresee a hurdle or two but that's no reason to not put it on the tracker.
I suppose ultimately Bard is in charge of it, but it doesn't really matter what his say is at the moment - if he has a reason to veto it he can do so after the ticket's been opened.
