For me it looks like Bard (a ZL) thinks, you are the highest authority.

By sending a PM. The whole community knew there was no Dev ZL. Bard simply sent a PM saying, "Since nothing is happening, I'll throw my name in". TE (IIRC) told the ZLs that Bard would be interested. There is no "inner circle" of people outside of the ZLs that can view the ZL forum.

Apologies, that's my fault. I like to give outgoing ZLs a chance to transition out, so I leave the access for a couple of weeks. Since both of them left and stopped posting altogether, I completely forgot
Adam hasn't posted once since his departure thread. Aarmstrong hasn't posted since Feb 16, 2009. Hopefully you can see that this is a pretty lame "inner circle".

I think that's a pretty common thing. If you ask a ZL, they will say they are the ultimate authority in their "zone", but in reality, they check with TE before they scratch their butt. And I'm sure TE wants it to be that way, but currently it isn't. Not enough things are automated, and not enough of the ZLs actually know what they're doing.. they're simply those deemed trustworthy.
I will say I was pleased when I heard Bard was going to be the Dev ZL, but I think he has yet to prove himself, and he's had months thus far. He's far too concerned about what TE and TB want him to do.

When the Dev ZL owns the box we're all talking on, then you can expect them to act autonomously.
Until then they're making changes on someone else's box. Generally as the lessee you contact the landlord before you start knocking out walls in their building.
