There's the Cadet II class too, although there doesn't seem to be any organized list at all of who's in 'em, but there's a few diamonds among the rough in there.

As for SF, they've got plenty of people, it's just that a lot of squaddies nowadays for some reason don't bother showing up unless explicitly told to, and SF somehow managed to flub that. Communication failure, supposedly.
