So, I get 4 miners and keep em docked and I'm good to go?

plus, I'm thinking along the lines of....50/m per miner.
or just no paydays at all.

you want strategic? remove paydays altogether.
I'm just being generous with the idea of nerfing paydays all around ASSUMING you have miners alive.
and unless something's changed with miner AI, which is doubtful, you can't keep miners docked when there is somewhere they think they can mine safely.

what? only have 1 miner left? that's okay, it's high money settings, we get adv tech with one miner, because we're skilled.

It is only a fail-safe for adv tech for bios. Every other faction needs miners to get adv tech, and game ending tech, or they are going to have to wait a long time.

any faction can pick up enough cash to get adv tech
you don't need paydays OR miners

actually 2 things
removing paydays is the dumbest thing i've ever heard

r5 has a "stay docked" function courtesy of imago for drones
