Well, I don't think it's his job to make sure the community core is balanced. That's really the community itself, with the CC ZL to make the calls. The CA would co-ordinate updates and the like so that clients have the most current release.

Perhaps it should read "Manage distribution of the Community Core" then?

Nope, the falls under "Seeing that the game receives regular updates" (Autoupdate). ;)
