Yeah, AFAIK it's just a simple check to make sure you're not Fedralman.
Hiders are alternate nicks, not always bad, but "Fedralman" has used and abused the system to get more of them than is allowed (Each person is allowed 3 callsigns). Combined with his fairly large ego, this had made him a pretty unpopular person in the community and anyone winding up linked to him is suspect to suspicion that they're just a puppet to get a new hider for him (Since he's tried before).
