In general, I think:
Models / Skins - These should be for the Core Dev to set. In theory, ship skins could be considered part of core-balance. We should lock down these files, or at least make it possible for the dev to lock them down for their own core (and the base Allegiance original files should be locked down so you ca make a "Plain Vanilla Original Allegiance" core and be sure everyone is using the same stock skins).
UI - If it can technically be seen in some fashion in the default UI (and it isn't realistically a bug - e.g. talking to enemy cons), you should be able to show it off however you please. That's one of the things World of Warcraft does well - personalized display of legitimate information. Mini-F6 on the side of the screen showing players, ships and sectors while you fly - sure, why not. Expanded Hud that shows how manay gunners are in a bomber - also visible in F6, so yep, I'm for it. Mod that displays where enemy miners are at all times -- nope, that's cheating. Enemy signature display - also not proper.
Extraneous - Audio files could offer some unfair advantages, but not many. And for large games if I can't turn off that hideous ping sound for sector overload, I consider will consider sector overloads cheating and boot people until they stop happening. /tongue.gif" style="vertical-align:middle" emoid=":P" border="0" alt="tongue.gif" />
Basically, mods which modify how you access information that is available to every player == good. Mods which display information that is not available to every player, or which change things which are otherwise set by the core devs == bad. Unfortunately, Gatt3 particles are set by the Core Devs -- if they want a powerful seizure gun, they should be able to make that. We were, at one point, considering making a smoke-screen or flash-bang flare fun. If you could modify the associated skin for that, it negates the point of the item. So that sort of file needs to be locked down, in my opinion, and if you think the graphic is too large, complain to the Core Dev or see about creating a modified version of the core so everyone will have the altered graphic if they play on that server.
