Rix heavy scouts
Why should a Heavy Scout be able to put out that amount of firepower is my point.
As far as I can see your argument is "heavy scouts should be able to kill a miner in 5 seconds because they cost 40k"
A scout is a SCOUT. Not a super fast miner/con killing device.
Also please stop throwing around ADV Tech and Heavy Scouts for Bios and Belts like they are mutually exclusive and you can only get one because that is rubbish.
In fact EVEN including the cost of the Tech Base in heavy scouts is dubious in itself because Heavy Scouts are there to AUGMENT your tech path - not be their own. Shocking to you voobs I know.

p.s. I think Heavy Scouts are fine but they should ditch QL missiles imo. Everything else about them is just right (even rix)

Stop trying to think of heavy scouts as traditional weak scouts, fine as an augment to most techpaths it still costs your around 27.5k to get heavy scouts, money which you could also put into a 2nd techpath.
The hint is in the name, HEAVY scouts, that is why they get thier QL missile perks instead of having to just rely on expanded missile capacity and 1 gunmount. Also heavy scouts don't solo miners incredibly quickly unless they have a turret gunner as well, an adv fig can shred a miner faster then a solo heavy scout.

Heavy scouts are hardier with a larger payload and you want them to be able to do their dps at a higher rate with QL missiles?
Your logic is tenuous at best. A Bios heavy scout can sneak up to a miner at a rock and dump 4 missiles in super fast uneyed and already be reloading to slip in behind it with a second salvo. What fig can d that? All heavy scouts can do this sort of fast dps while traveling faster and at a lower sig than any other ship all while having good scan range.
This makes me wonder if you have ever flown a heavy scout if you think they NEED QL missiles

Unless im doing tp2 drops I think paying 10k for an upgrade of 1 missile per rack and higher speed and lower sig is not really worth it, yes you get a mini-ac turret but I think having another heavy scout with QL's is more effective. I'm perfectly happy with dropping the turret and keeping QL's
By solo heavy scout do you mean just one or one with no gunner?
My gut says a gunned heavy scout can kill a miner just about as fast as an Adv Fig assuming AC2 unless it is one of the few decent fig pilots
