Enh/Adv helps when you want aggressive base placement. Enh usually is a starting tech to research before your first cons are out (like with IC on high starting money, you get enh first, then buy the cons).Adv is more for shoving a con down the enemies throat.

You don't need them because you probably haven't commanded a game with more then 10 people a side where your cons are in any danger anyway.

1) Claiming territory for safe mining
2) Claiming territory that will deny safe mining to your opponent.
3) Claiming as much territory as you can defend, period.
Enh cons are really the only technology you can purchase that will help you accomplish this, and the speed/durability perks offered by enhanced cons are substantial.

I don't know the numbers behind it, but it always seems that with IC for instance, an enh con travels quicker. If your initial outpost con plants 30 seconds faster because it is enhanced that means your 2nd con can plant that much quicker securing even more mining territory.
