Most times, a wide appeal for 'three people get on <x> wing, go on miner offense' won't get a decent reply because people don't realize they're expected to step up and do it; this is true for other general commands as well ('Someone get on miner d right now!'). So, typically, only reasonably experienced people and very active people step up to do it.
If you give a person a direct order personally, though, they're more likely to follow it. However, most commanders don't have the time or the disposition to do that.
Are you sick of commanding sub-par teams?

I love big games Juckto. I love commanding 30-40 players in a pick up game. I hardly boot anyone.
I don't think game size has anything to do with it. It's just team composition, which is harder to manage. Trying to keep only 15 players will lead to stacking at times. Booting more people secure in the knowledge that there is another game elsewhere is just divisive. I want those people to be welcomed into the fold so that they can learn from the example of the folks who are doing well. Not made to feel unwelcome because their lack of situational awareness has them in the wrong place at the wrong time.

yes they do, its also somewhere on the academy pages. echo, delta and charlie have those info too, only the discovery messages are not there (which is only merrier imho, thats why im always on echo).

It would be nice if the game options gave more fine-grained control over how many and what level of players could be in a game.

And we only have 3 choices for game size: >=1 player, >=10 players, >=30 players. No cap on maximum team size. Enforcing a minimum size doesn't make sense anyways (the comms can simply choose not to launch until the teams are set, and afterwards teams tend to grow in size. Anyways you can't stop people from leaving).
I'd like to be able to say, I want a game of max 20 players, and I want to accept anyone from a 4 up to a 17.

I think the problem with limiting the amount of players is that you are going to end up with all the vets on one server and everyone else on another... which would be bad, because the non vet server would end up playing with super high money settings, cap ship wars, that kind of thing.
Also, I love big games and I don't think they are that unmanagable so long as people don't spam...

People who take part in a specific role should all join the same wing to not confuse others with there chatter, and so the comm can simply say "echo wing, camp the aleph low" somthing of that sort.

If specific directions are given, even generally clueless players will try to follow. Explicitly delegating authority to other pilots and having them order people around on wing channels will probably reduce people flying around in circles.
