This will not work. While 1 vs 1 with the missile is possible, if something fired a missile then it is very likely that another missile would be fired. The observer is not big enough and does not have enough hull or accel to deal with a large amount of missiles, its easier to just blanket the base under attack with minefields or laser blossom. You should think about the flaws in your ideas before posting them.
Minefields don't care about missiles flying through them (unless you're talking EoR EMP Mine, which is actually a small tower not unlike Rix combat drones).
