I think I got kb46 from proxing alone once. It was brutal stuff - our tech base 2.3k from the aleph.
Frankly I don't think there is much of a difference between the top scouters as the top int whores for example. It's mostly about being in the right place at the right time. Once you're there, it's pretty easy to press 0 to drop a mine or probe, or to hit a big fat bomber with blue doughnuts.
