I noticed that my FPS does not go above 22 in the game, no matter what graphical settings I use. 1920*1200, 1600*1200, 1280*1024, High res textures or not, no difference. I turned on sound accel, high/low/default sound quality.
I will try to change to old sound engine, after that reinstall the game. Does anyone else have an idea whats going on?

I have reinstalled the game, deleted the whole folder, tried different sound settings, disabled my xfi and used the onboard sound. Again tried it with different sound settings, nothing above 30 FPS, more to 20-17... 
EDIT: I tried the windowed mode now and I get 40+ fps. As soon as I switch to full screen, it is 30 max again...

It will run at 60 if it can, if thats the current refresh rate. With vsync enabled, it only has to overrun by a fraction for it to have to sit there doing nothing for a whole frame waiting for the next vsync, meaning its running at 30fps. If it overruns two frames, it'll drop to 20.
Sounds like a driver problem, causing a serious slowdown somewhere. It's not like Allegiance is a particularly taxing program to run. Has this problem only recently appeared or is this a new machine?

Save the whales. Collect the whole set.


Try this.....Click start/run and type in "dxdiag" (without quotes) and click OK. This will launch the DirectX configuration utility. Find the sound tab at the top and click on it. There should be a slider that you can move to change the acceleration level for the sound chipset. Move the slider to the far left to disable all DirectX acceleration on that chipset. Check to see if you have any other sound tabs or modem tabs that might have sound acceleration sliders. If you find any other device that can offers sound acceleration, disable them too.
Next...Reboot your computer by turning the power completely off then on again.
Open the Nvidia control panel. On the left select "Adjust image settings with preview". On the right select "let the 3D application decide". Click the "Apply" button at the bottom. Now on the left select "Manage 3D settings" and on the right select the "Program settings" tab. If you don't already have Allegiance listed in the programs list, click the "Add" button and navigate to the Allegiance.exe file in your installation folder. Once you've added allegiance to the programs list, make sure it's highlighted and in the lower window set your Texture Filtering to "High Performance" and set your Vertical Sync to "Force Off" now click the "Apply" button again.
I have also experienced this FPS swing from the IRQ of the sound card being shared with another device. Sometimes by moving the card to an unshared slot in your computer will solve the problem. Sometimes just simply uninstalling the sound drivers, removing the sound card from the computer, rebooting without sound card, reinstalling sound card once again and booting to allow windows to rediscover it fixed the problem.
