Whats the cost data on tech bases?

Standard - 10k? (12.5k?)
Adv - ??

Keep in mind that if your only prereq is enh ship, you're negating the 25k (31.25k for this faction) upgrade cost.

Hull is still to high for ints and probably bombers.

I don't see a problem with adding this ability. As long as its something thats controllable by core files. I.E. Current nan implementation should not restore energy, otherwise Bios are now unstoppable.
