So I was wondering, is there any serious effort to build an Alleg 2 (or with another name)?

I mean, with all these engines now pretty much open (UDK, Unity, CryEngine) it's not that hard to create an updated Allegiance game:

Not sure if you'll like my opinion, but here goes anyways:

As you said, FS2 is primarily single player with limited multiplayer support, not even speaking of multiplayer logic. Allegiance is almost pure MP. Yes, the games complement each other, but if you think about it, this is the worst-case ...

That actually doesnt sound like its a problem with the bandwidth patch, but rather a general problem with server performance.

I just checked, the bandwidth patch was coded with 20 updates per sec in mind:
